The public service obligation is imposed on the provider by assigning a task and based on a general interest criterion aimed at ensuring that the service is provided under conditions that allow it to fulfill its mission. Public communal household services represent services of general economic interest.
The transfer, without an equivalent consideration, of the material resources of the state or of administrative-territorial units in any form, to enterprises (including municipal, state, etc.) that provide water supply, sewage and wastewater treatment, energy supply services heating, sanitation, insurance with local public transport, etc. is State Aid.
