Tuesday, June 3, 2014 the Competition Council of the Republic of Moldova launched the biannual Report on the activity of the Council for the period of 2012-2013 years.
For the period 2012-2013 years the Competition Council had a special significance, representing a transitional stage in which there has been reformation of the legislative and institutional framework in competition field. This was achieved by the adoption and implementation of Competition law and State aid law and secondary legislation (20 Regulations), which aim to facilitate the implementation of the mentioned laws.
At the same time with the amendment of the legal framework in the field, the National Agency for Protection of Competition was reformed into the Competition Council, which is in present an autonomous public authority, responsible to the Parliament, which provides the application and enforcement of legislation in competition, state aid and advertisement within its competence and whose activity is carried on throughout the whole territory of the Republic of Moldova.
By the Government Decision on the appointment of members of the Plenum of the Competition Council in the reporting period were appointed all members of the Plenum of the Competition Council the collegial decision-making body composed of five members, including a chairman and two vice-presidents.
However, the transition period was revealed by strengthening the institutional capacity of the competition authority, manifested by employment of new staff of the Competition Council and its intense training. Thus, in the reported period were organized a series of trainings and seminars for new staff, as well as for existing specialists.
Along with the drawing up and implementation of the new legislative framework, the Competition Council has taken action to prevent and investigate cases of breaches of competition legislation. Thus, during the reporting period were completed 63 actions in order to prevent and counteract the anticompetitive actions, as well as market research, targeting the most important areas of the economy.
In the context of developing an attractive and fair business climate, which is opened the launch and development of business was enhanced cooperation with public authorities and the business environment in the Republic of Moldova.
For the future, the implementation of the strategic directions of activity and the commitments of the Republic of Moldova the framework of the Association Agreement with the European Union, the Competition Council sets as the task carrying out the following activities:
1. Carrying on the process of the elaboration and promotion of national legal framework ;
2. Carrying on the proper ongoing process of the identification and investigation of the cases of breaches of competition legislation on the main activity directions;
3. Carrying on and stepping up the dialogue with public authorities on various aspects of competition issues;
4. Promotion of dialogue with whole society;
5. Strengthening partnership with the member States of the European Union.
Simultaneously, the Competition Council will promote the exchange of experience with competition authorities from other countries through participation in international networks of competition and providing expertise.
Year 2014 will be an important year for the activity of the Competition Council, in view of the carrying out duties related to notification and state aid record, promotion of liberalization and deregulation of some markets, development of cooperation with central and local public authorities, strengthening partnerships internationally, strengthening dialogue with the society in order to increase competition culture.
