On 6 March 2014, at 14.00, in the premises of theCompetition Council, the round table entitled genericul: Sector constraints of the competition: necessities and limits in the liberalization of economy , organized by theCompetition Councilwith the World Bank. The leaders of regulating authorities from the Republic of Moldova participated at the meeting, namely from NAARC, NARE, NBM, CCA și NCFM.

     The participants at the round table mentioned that the European course can only be ensured by the formation of a healthy competitive environment, which may be established only by liberalization of the national economy of the Republic of Moldova, in line with the advanced European experice. In this context the public authorities of the Republic of Moldova must undertake important steps of reforming the economy in view of liberalization.

     The most important competiton issues which were notified by the society are those identified namely on the regulated markets (oil market, market of insurance etc.). In the majority of the cases the situation is not linked with the non-observance of the competition legislation, but with excessive regulation limiting or excluding the competition.

     The competition is not a goal itself, it shall produce benefits to the society and consumers:adequate and affordable price, quality products, etc. In case of regulated markets, the market mechanism and the benefits of competition are substituited to different extent, by regulations. In this case, the regulation authorities are entitled to ensure a fair price, requirements and tehnical conditions for the products quality. For example, on the ĂœGreen Card ensurance market, the price is fixed by the regulating authority and may not be changed by ensurance companies, and the product (ĂœGreen Card ensurance) is standard. Therefore, the competition benefits are excluded.

     In the end, the participants at the round table mentioned the necessity for strengthening the collaboration of the regulating authorities in view of liberalizing the markets (ex-anteandex-post) for competition, which shall contribute to the restructuring and modernizing of Moldovan economy, to the integration thereof in the European circuit.
