On September 4, 2025, the Twinning Project, in collaboration with the World Bank, organized a training session dedicated to procedural rules in the field of State aid: notification, reporting, monitoring, and recovery of unlawful State aid.
The importance of knowing the State aid rules in the context of the EU accession process was emphasized, since Chapter 8 of the negotiations – Competition Policy – represents a fundamental pillar of the functioning of the Single Market and an essential indicator of the readiness of a candidate country for accession.
The event offered a unique opportunity for the staff of the Competition Council and representatives of several public authorities of the Republic of Moldova to benefit from the expertise of specialists from the competition authorities of Romania and Lithuania, as well as from the European Commission and the private sector within the EU.
The session went beyond theoretical presentations, as participants were also involved in an interactive role-play exercise. The technical nature of the topics discussed did not hinder active participation and numerous questions have addressed to the experts regarding the application of procedural rules in the field of State aid.
The Twinning Project, implemented by the European Union, has a duration of 27 months and supports the strengthening of the Competition Council’s capacity to implement legislation in the field of competition and State aid, in line with the commitments undertaken by the Republic of Moldova in the EU accession process. The event was made possible thanks to the fruitful cooperation between the Twinning Project and the World Bank.
