On 9 December 2025, within the framework of the Twinning Project, high-level experts from Romania, Lithuania and Poland presented European experiences and best practices during the event “Competition – an Essential Instrument on the Path to European Union Integration.”
The event, dedicated to government officials and members of the Legislature of the Republic of Moldova, was held in the context of the World Competition Day and provided a platform for discussions on the importance of an effective competition framework for the functioning of the economy and for advancing the process of European integration.
The session opened with discussions on the role of competition in economic development and the proper functioning of markets. The speakers highlighted the benefits of a effective competitive environment for consumers and undertakings, as well as the importance of effective and independent competition authorities.
The experts also presented the key components of the mandate of national competition authorities, detailing the manner in which investigations into infringements of competition law are conducted, as well as the process of merger control aimed at preventing excessive concentration of market power. In addition, the speakers shared the experience of Romania, Poland and Lithuania in the field of State aid, emphasising how the effectiveness of competition authorities contributes to the functioning of market economies and to the implementation of the EU acquis.
In the final part of the session, the limits of the mandate of competition authorities were discussed, together with complementary aspects related to policies and areas falling outside their direct responsibility. The discussion focused on the proper delineation of competences and the need for coordination with other state institutions to ensure a coherent economic framework.
The event concluded with a Q&A session, giving participants the opportunity to ask specific questions regarding the enforcement of competition law, European best practices, and the challenges encountered in the process of alignment with EU standards.
Note: The Twinning Project “Strengthening the institutional capacity of the Competition Council to enforce competition and State aid policy in line with EU best practices” is funded by the European Union and implemented by Romania, Lithuania and Poland over a period of 27 months.
