Between 3 to 5 June 2014, in the city of Skopje, Republic of Macedonia was held workshop on “bid rigging and procurement.” At this seminar, as representative of the Competition Council, participated Lucia Popescu, state controller of Legal Directorate.

     During the seminar were approached issues related to combating rigging tenders in public auctions, leniency policy applicable to enterprises, cooperation between the competition authorities and public institutions that perform public procurement as well as the ways of identification and prevention of cartels of economic operators, participants in the auction.

     Thus were considered theoretical aspects, which are specific to public procurement, but especially their emphasis on the accumulated experience of the competition authorities in identifying and the participation combating of rigging tenders in auctions or other forms of competitive tendering is presented the experience of different countries in this area. In particular were presented case studies of competition authorities from Romania, Macedonia, Ukraine.

     Competition Council of the Republic of Moldova, during the workshop, attended a presentation on cases involving domestic enterprises with rigged tenders on auctions that incited the interest of experts, in particular cooperation with the organizers of auctions during the investigation of cases, the ways of hearings of parties were held and the method of determining the fine, according to national legislation.

    The importance of the seminar in question was an increased one, were gained new knowledge about rigging tenders and public procurements, got acquainted with the experience of other countries, such as Finland, Hungary, Romania, Ukraine to the identification, investigation, resolving and punishing cases of fraud auctions by agreements between bidders, was promoted image of the Competition Council of the Republic of Moldova internationally.
