Between 11 February and 3 March 2026, the Competition Council organised three information sessions with State aid grantors from the districts of Ungheni (11 February), Ialoveni (20 February) and Călărași (3 March). The meetings aimed to clarify the practical application of State aid rules by public authorities granting support measures from public resources.
During the discussions, representatives of the Competition Council presented the main provisions of the national State aid framework. The concepts of State aid and de minimis aid were explained, together with the applicable procedures for their granting.
Particular attention was devoted to the obligations related to the notification of State aid, as well as to the reporting requirements concerning both State aid and de minimis aid, which fall within the responsibilities of local public authorities.
Furthermore, the specific features of granting State aid for the provision of services of general economic interest (SGEI) were highlighted, with emphasis placed on the applicable conditions and rules governing this area.
The meetings were organised in an interactive format, based on question-and-answer sessions, providing participants with the opportunity to link legal requirements to practical situations encountered in their day-to-day activities.
It was also emphasised that compliance with State aid rules constitutes an essential condition for ensuring the transparent and efficient use of public resources, preventing distortions of competition, and maintaining a level playing field in the internal market.
These sessions form part of the outreach activities carried out by the Competition Council at regional level, aimed at strengthening cooperation with public authorities and supporting the consistent application of State aid rules.
Note: In support of public authorities granting aid measures, the Competition Council has recently published Guidelines on the calculation of the amount of State aid.
