On 4 November 2025, the Twinning Project and the Competition Council organized a training session for the State Chancellery, aimed at strengthening institutional capacities in the process of verifying the compliance of local administrative acts with state aid legislation.
More than 60 representatives from the territorial offices of the State Chancellery participated in the training delivered by Twinning expert Mr. Ciprian Pilan, who presented the main concepts defining state aid measures, as well as the procedural requirements applicable in the European Union and in the Republic of Moldova.
The session was held in an interactive format, with participants asking questions and requesting practical clarifications concerning situations encountered in their day-to-day activity. Topics addressed included: the notification and reporting procedure for state aid, the de minimis regime, the distinction between legality and compatibility, and the consequences of misapplying state aid legislation, including the recovery of unlawfully granted aid.
Participants also examined case studies illustrating different forms of support — such as grants, tax and interest exemptions, guarantees, public authorities’ involvement in the management of undertakings, and the provision of goods and services on preferential terms. These practical examples contributed to a better understanding of the principles and procedures governing the field of state aid control.
