In order to implement effective and fair State Aid Law and its provisions, on April 1, 2014, Viorica CĂRARE, President of the Competition Council of the Republic of Moldova, made a working visit in Hîncești district.
The meeting was attended by mayors and secretaries of the district council from localities, civil servants of the executive of the District Council, presence accounting for about 95 percent. During the meeting they were informed on the need to implement state aid law, and on the penalties that can be imposed for failure to comply with the above-mentioned act.
In this context, the President of the Competition Council noted the importance of the correct application of this law, and warned that any state aid which is granted shall be notified or reported to the Competition Council, to prevent distortion of competition rules by state aid providers, who are considered local and central public administration authorities.
However, Mrs. CĂRARE stated that: State aid represents public goods that are provided, including through financial means, to a beneficiary or not reaching in the state budget as a result of exemptions, facilities, subsidies or other support measures granted by the supplier, giving such an economic advantage to the recipient who would have been obtained under normal market conditions.
The purpose of the meeting lies in promoting effective collaboration with suppliers and recipients of the state aid and to award specialized assistance on procedures of granting state aid for the creation of a normal competitive environment which guarantee a successful implementation of Moldova’s commitments in the domain of competition.
